Captain Kirk has been with the department since 1982 and has an Applied Science degree in Criminal Justice, a Bachelor's Degree in Liberal Science and a Master's Degree in Public Administration. Kirk also received advanced training in special weapons and tactics and dignitary protection from the United States Army. He is a member of the Florida SWAT Association and many other professional institutions. He is also commander of the department's SWAT team and the Emergency Manager for criminal critical incidents and homeland security issues.
Captain Kirk is a senior leadership graduate from the Florida Criminal Justice Executive Institute, a graduate of the Command Officers Development Course from the Southern Police Institute, University of Louisville, and graduated from the International Academy of Polygraph in the specialized discipline of Polygraph Science and Methodology.
