Investigative Services Bureau


Major Eric Chan currently serves as the commander of the Department’s Investigative Services Bureau, bringing more than 31 years of distinguished law enforcement experience to the role.

Prior to joining the Department, Major Chan served as the Assistant Special Agent in Charge of the Homeland Security Investigations (HSI) office in West Palm Beach, Florida, retiring in September 2023. In this role, he provided operational oversight of the full HSI investigative portfolio across Palm Beach, Indian River, St. Lucie, Okeechobee, Highlands, and Martin counties.

Throughout his career with HSI, Major Chan held numerous senior leadership positions. Most notably, he served as the Acting Deputy Assistant Director for Domestic Operations, a Senior Executive Service position responsible for ensuring continuity of operations across the agency. In this capacity, he oversaw the implementation and compliance of policies, procedures, guidelines, and directives governing domestic investigative activities for more than 210 field offices nationwide.

Major Chan managed significant federal resources, including oversight of the Treasury Executive Office of Assets Forfeiture Significant Financial Case Funding and Investigative Case Expense Funding budgets totaling more than $3 million. He also administered the HSI State and Local Overtime budget, which exceeded $9 million.

In addition to his operational leadership, Major Chan served as a subject matter expert on policy and operational procedures, providing direct guidance to senior field managers nationwide. He routinely authored clear and concise policy documents, option papers, memoranda, talking points, and high-level briefings for executive leadership.

His prior assignments include serving as the Assistant Special Agent in Charge for the Miami International Airport Division, Senior Law Enforcement Representative to U.S. Southern Command, and Section Chief and Program Manager of the Human Smuggling and Trafficking Unit in Washington, D.C.

Major Chan began his law enforcement career in Newark, New Jersey, as an Inspector with the U.S. Customs Service in 1995 before becoming a Special Agent in New York in 1998. In 2009, he was selected to attend the highly competitive Harvard Kennedy School of Government, where he earned a certificate in Executive Leadership. He graduated magna cum laude from Kean University with a bachelor’s degree in Public Administration/Criminal Justice.

As the commander of the Investigative Services Bureau, Major Chan oversees the Criminal Investigations Division, Crime Suppression Unit, Crime Scene Investigations Unit,  Victim Advocates Unit, and the Property and Evidence Unit
